Article 8.5 of Law 3/2013, of 4 June, on the creation of the National Markets and Competition Commission establishes, in relation to the postal market, that the National Markets and Competition Commission is responsible for monitoring and measuring the conditions in which the Universal Postal Service is provided, as set forth in Title III, Chapter II of Law 43/2010, of 30 December, governing the universal postal service, the rights of users and the postal market, and its implementing regulations.
